The Strategic Plan of the Energy Cluster Association 2023-2026 (PECE 2026) aims to boost the competitiveness of the Basque energy sector through collaboration and to consolidate the global positioning of the Basque energy sector and the Association as a catalyst for the opportunities offered by the energy transition.  To achieve this, it unfolds into seven strategic objectives:

Reaffirm ACE's leadership as a sectoral dynamization agent, increasing collaboration opportunities and specific contributions to each of the associate segments to address the identified challenges in various value chains.

Drive the technological development through collaboration, focusing on supporting SMEs, promoting the leading role of large companies, facilitating access to knowledge agents, and identifying the most appropriate assistance programs from the relevant authorities..

 Support associates in their international growth in emerging markets, providing assistance to seize opportunities arising from the energy transition and showcasing Euskadi's value chains to enhance their competitive positioning.

Contribute to attracting talent to companies in the energy sector by identifying the profiles demanded by different value chains and highlighting the attractiveness and development opportunities offered by various sector companies and organizations.

Develop new sustainability proposals, facilitating industry decarbonization and contributing to the achievement of Sustainable Development Goals (SDGs).

 Strengthen strategic monitoring services, providing associates with valuable information for decision-making across all value proposition axes, with a focus on aspects related to assistance programs and regulations affecting sector companies.

 Position the Basque energy sector before stakeholders and society at large, highlighting its significant contribution to economic, social, and environmental sustainability within the framework of the energy transition, aiming to improve its image, attractiveness, and recognition.

The PECE 2026 represents a unique milestone in the association's development, as it seeks to both consolidate the current activities of the Energy Cluster while increasing the value delivered to our associates through new ways of working that drive and maximize the outcomes of collaborative activities. To achieve this, as reflected in the following graphic, the value proposition defined in the PECE 2026 is built upon seven individual value propositions for each of the different target stakeholder groups and is realized through a comprehensive range of services.
