Strategic Areas
The Vanguard Initiative (VI), launched in 2013 by a group of leading European regions in Advanced Manufacturing, proposes new ways of mobilising and aligning resources based on the regional principles of smart specialisation and cluster-based interregional cooperation.
The VI, particularly focused on the field of Advanced Manufacturing (ADMA), is made up of over 30 European regions that want an active role in the creation of new global competitive advantages for Europe with the interconnection of innovative value chains. The associated regions are committed to the concept of smart specialisation in ADMA as a way to foster competition and economic growth in Europe. VI supported the EC by defining a Smart Specialisation Platform for Advanced Manufacturing with the drafting of "A smart specialisation platform for advanced manufacturing, Scoping paper". This analysis has provided details on the most significant skills of VI regions in Advanced Manufacturing and proposes a series of political recommendations to the Commission.
The Basque Energy Cluster is co-operating with the Basque Government and SPRI in the definition and development of the Energy Pilot programme in conjunction with the Basque Country and Scotland, called "Advanced Manufacturing for Energy related applications in harsh environments".
The aim of this pilot energy project, one of the 5 projects forming the initiative, is to convert Europe into a global leader for the development and manufacturing of high added value equipment and components for facilities in the fields of renewable marine energies and extraction of energy resources in highly demanding environments (offshore and/or deep sea). Currently major companies in the pilot value chains of the 13 associated regions are involved in ADMA Energy, for the joint preparation of a Technology Roadmap for advance manufacturing in energy-related applications in harsh environments. Based on a research study on industrial challenges and relevant technological areas, a survey was conducted among European companies regarding their areas of expertise in advanced manufacturing of energy under difficult conditions, key industrial and technological challenges. Some of the next steps foreseen involve the creation of a team of leading companies (Industrial Leadership Committee) to structure inter-regional collaboration.
