21 Feb 2024
The event, held on 20 February at the Euskalduna Conference Centre in Bilbao, was attended by representatives from the Ministry for Ecological Transition and the Demographic Challenge (MITECO) and the Basque Energy Agency (EVE). Experts from Iberdrola, Global Factor, Enermetrik, EQA and SinCeO2 shared their experiences with the CAE system, giving an overview of how it works, its implications and benefits.
The conference on "Energy Saving Certificates (CAE) and Royal Decree 36/2023", co-organised by A3E, the Basque Energy Cluster and Aclima - the Basque Environment Cluster, aimed to raise awareness of the new CAE system among Basque businesses. CAE allows retail and wholesale oil and liquefied gas operators included under the National Energy Efficiency Obligation System (SNOEE) to cover part of their mandatory annual contribution to the National Energy Efficiency Fund (FNEE) by means of directly promoting initiatives to improve energy efficiency in end-user sectors, including industry - the CAE accrediting the resulting energy savings are then settled up and paid off.
José Luis Fierro, Territorial Delegate of A3E in the Basque Country and Navarre, and Iñigo Ansola, General Manager of the Basque Energy Agency, started the ball rolling by highlighting the benefits of the CAE system and the opportunities it offers for the Basque industrial and energy sector.
Jacobo Llerena, Deputy Director for Energy Efficiency at the Ministry for Ecological Transition and the Demographic Challenge (MITECO), then gave an overview of the CAE system and Royal Decree 36/2023, while Guillermo López, Technical Advisor at MITECO, gave an overview of the catalogue of 52 standardised tokens and advanced the new steps planned by the Ministry. A question and answer session was then opened, for attendees to raise any issues directly with the experts.
María San Salvador del Valle, Project Manager at Global Factor, presented a series of recommendations and good practices aimed at facilitating the incorporation of user companies under the new system.
She was followed by a session chaired by José Ignacio Hormaeche, General Manager of the Basque Energy Cluster, and featuring Patricia Figar, Head of Multiproduct Solutions at IBERDROLA, as an obliged subject; María I. Cubillo, CEO&Founder of SinCeO2, as a delegate subject; Jorge Álvarez, Director of ENERMETRIK, an energy services company; and Clara Pilar González-Pedraz, Head of the Energy Business Unit of EQA, a certification, inspection and verification organisation.
The session wrapped up with a talk by Olga Martín, General Manager of Aclima - Basque Environment Cluster, in which she thanked those present for their commitment to energy efficiency and decarbonisation.
After the workshops, participants enjoyed a networking cocktail, exchanging their views on the day in a more laid-back environment.
